Intressant snömos

Ibland kan det vara värt besväret att gå förbi medierapporterna direkt till källan.

På den sydkoreanska återföreningsmyndighetens (i brist på ett bättre ord) hemsida finns en sammanfattning av det avtal för ökat interkoreanskt samarbete som Roh Moo-hyun och Kim Jong Il undertecknade under toppmötet i Pyongyang.

Några punkter är särskilt intressanta.

1. Positive implementation of the June 15 (år 2000, min anm.) Joint Declaration
[...]They will achieve the reunification of the motherland independently on the basis of inter-Korean national solidarity and the dignity and interests of the Korean people.[...]

Här har Nordkorea antagligen lyckats smyga in lite dold USA-kritik genom endast ett litet ord (då de menar att Sydkorea egentligen styrs av Bush-administrationen). Huruvida jag gissar att Sydkorea gick med på det av egen vilja eller genom kompromissandets ädla konst låter jag vara osagt.

2. Developing inter-Korean relationships into those of Mutual Respect and Trust

The South and the North have agreed to commit themselves to developing inter-Korean relations on the basis of mutual respect and trust, transcending differences in ideology and systems. They have also agreed not to intervene in each other's internal affairs; to resolve all issues in the interest of reconciliation, cooperation and reunification; [...]

Klarspråk: Sydkorea ska hålla sig borta från att kritisera eventuella nordkoreanska människorättskränkningar och respektera Juche-systemet. Vilket man ju i praktiken redan gör idag.

4. Cooperation on the Implementation of the February 13 Agreement of the Six-Party Talks & Establishment of a Peace Regime

[...]The South and the North agreed to work together with other countries directly involved in this matter to declare an end to the Korean War[...]

Svart på vitt. Koreakriget ska äntligen även formellt ta slut.

5. Expansion and Advancement of Inter-Korean Economic Cooperation/Creation of a Special Peace and Cooperation Zone in the West Sea

The South and the North agreed to facilitate, expand, and further develop inter-Korean economic cooperation projects continuously;[...] expedite the completion of the first-phase construction of the Gaeseong Industrial Complex, promptly start the second-stage projects in the complex, and open freight rail services to the GIC.

Other cooperative measures will include improving personnel transportation, communication, and customs clearance procedures, repairing the Gaeseong-Sinuiju rail link and the Gaeseong-Pyongyang expressway, building joint shipyards in Anbyeon and Nampo, and pursuing joint projects related to agriculture, health and medical services and environmental protection.

De sydkoreanska skattebetalarna ska rusta upp betydande delar av Nordkoreas infrastruktur.

The economic cooperation measures will allow the two Koreas to promote mutual interests, thus helping cement peace on the Korean Peninsula.

Det kan man verkligen säga. Självklart tjänar Sydkorea i längden både mentalt och materiellt på att förbättra Nordkoreas ekonomi; det militära hotet från norr försvagas och risken för ett sammanbrott hos grannen på halvön minskar, vilket också minskar riskerna för en ekonomisk katastrof i syd.

7. Promotion of Exchanges and Cooperation in Social and Cultural Areas

[...]In the area of tourism, the two Koreas will open tours to Mt. Baekdu and open nonstop flight services between Seoul and Mt. Baekdu for this purpose.

Cashflow!

A South-North joint cheering squad will be sent to the 2008 Beijing Olympic Games, using the Seoul-Sinuiju Railway Line on the way to Beijing.

Det kan bli spännande att få läsa om hur man planerar och koordinerar en 'cheering squad', som man dessutom kan anta är menad att verka både spontan och hjärtlig...Men symbolik ska inte underskattas i de här sammanhangen. Att de dessutom kommer att åka tåg från syd till Nordkorea är häftigt och hade varit någonting otänkbart innan år 2000.
